Jacy is one of our newest interns and paraplanners on the Tomi Team. He, along with other paraplanners, primarily works in the background to ensure that every plan is accurate and up to date. That doesn’t mean you won’t see them, our paraplanners are the best point of contact between clients and planners, sit in on every meeting, and can assist you with every task.
Jacy is a senior at Utah Valley University, specializing in Personal Financial Planning and Wealth Management. He loves that financial planning looks different for everyone and enjoys taking the time to understand each person he interacts with on a personal level. He recently competed in the IARFC financial planning competition and took 4th on a national level. He also is a member of UVU’s Financial Planning Student Association leadership team and plans events for students and professionals alike.
When Jacy isn’t in the office, or consumed with schoolwork, he spends his time with friends and family fostering healthy relationships. He loves a good slurpee, being outdoors; camping, backpacking, hiking, waterskiing and anything that could be classified as an adventure.

Devin serves as a Lead Financial Planner for TomiPlan, where he helps clients make thoughtful decisions across every area of their financial lives. His work is centered on comprehensive, advice-driven financial planning rather than using planning as a pathway to sell a product or manage additional assets. Devin has driven home the purpose of TomiPlan and as the president of the company builds the culture with his team to serve people well; fight against the big institutions that are failing consumers; increase accessibility; and to make financial planning personal, accessible, and empowering—so that people can live fully in the present while preparing for the future.
Devin Frampton brings over 7 years expertise to TomiPlan. Prior to joining the firm, Devin opened his own Registered Investment Advisor practice (RIA) and ran it from top to bottom with many different required roles. During this time, he focused on an unwavering drive to change how financial services were perceived. He often reflects on how his parents were discouraged from receiving high value financial planning because their assets weren’t large enough, which helps fuel his passion at TomiPlan.
Devin resides in Orem with his wife, 2 adopted boys (twins), and 1 adopted dog. He is a passionate soccer player, and game enthusiast.

Alan serves as Lead Financial Planner for TomiPlan, where he helps clients make thoughtful decisions across every area of their financial lives. His work is centered on comprehensive, advice-driven financial planning rather than using planning as a pathway to sell a product or manage additional assets. Alan specializes in helping successful individuals, families, business owners, and retirees navigate complex decisions involving retirement income, tax planning, investments, insurance, estate planning, charitable giving, Social Security, Medicare, and long-term care.
